Denitration standards for thermal power generation are expected to be introduced in the near future
Judging from the "Emission Standards for Air Pollution from Thermal Power Plants (Second Consultation Draft)", the air pollution emission standards of thermal power plants have reached the world's most stringent level, so their introduction time has attracted much attention. A person involved in the revision of the â€œAir Pollution Emission Standard for Thermal Power Plantsâ€ told the reporter that the current work for the second solicitation has come to an end and is undergoing a new round of revisions based on the opinions collected.
The reporter learned from the relevant channels that since May was the time for the power plant to determine the overhaul plan, the introduction of mandatory denitrification standards may be introduced in the near future.
According to the â€œChina Thermal Power Plant Nitrogen Oxide Emission Control Technology Research Reportâ€ published by the China Environmental Protection Industry Association, the total amount of nitrogen oxides emitted from thermal power plants in 2007 was 8.4 million tons, which was nearly 40.6% higher than in 2003, accounting for approximately 35%-40% of nitrogen oxide emissions. There is no doubt that in the "Twelfth Five-Year Plan" emission reduction work, the denitrification of thermal power plants will be the focus.
To this end, the Ministry of Environmental Protection issued a "Emission Standard for Air Pollutants for Thermal Power Plants (Second Polling Draft)" at the beginning of this year, which greatly increased the time required for denitrification and the reduction of emissions.
The â€œEmission Standards for Air Pollutants for Thermal Power Plants (Secondary Consultation Draft)â€ is planned to be implemented from 2012. From January 1, 2012, all newly-built thermal power generators will have NOx emissions of 100 mg/m3; Starting from January 1, 2014, the NOx emissions of all thermal power plant units in key areas will reach 100 mg/m3, while those units in non-key areas that were put into production before 2003 will reach 200 mg/m3.
The first draft of the consultation paper issued by the Ministry of Environmental Protection in July 2009 called for the completion of â€œdenitrificationâ€ of existing units by January 1, 2015. Among them, NOx emissions in key areas reached 200 mg/m3 and non-emphasized areas reached 400 Mg/m3.
Analysts believe that the tightening of the new standard means that the denitration market will start ahead of schedule.
Denitrification market exceeds 200 billion
The Ministry of Environmental Protection predicts that after the implementation of the new standard, by 2015, it will require 817 million kilowatts of additional flue gas denitrification capacity, a total of 195 billion yuan in denitrification investment, and an annual operating cost of 61.2 billion yuan in 2015. By 2020, there will be a need to add 1.066 billion kilowatts of flue gas denitrification capacity, a total investment of 232.8 billion yuan in denitrification, and an annual operating cost of 80 billion yuan in 2020.
Wang Zhixuan, secretary-general of the China Electricity Council, made a more detailed estimation of the emission reductions in the thermal power industry. According to its preliminary estimation, in order to fulfill the requirements of the second draft of the standard, about 94%, 80%, and 90% of the 707 million kilowatt thermal power units in active duty need to be separately subjected to dust collectors, desulfurization, and denitrification reforms. About 2000-2500 million yuan. Considering that the "12th Five-Year Plan" added 250 million kilowatts of thermal power units, environmental protection facilities will increase annual operating costs by about RMB 900-1100 billion due to standard increase, and the discounted electricity price should increase by 0.02-0.025 yuan / kWh (excluding the existing 0.015 yuan / Kilowatt-hour desulfurization electricity price).
The potential of the denitration market is not only reflected in the tightening of emission standards for thermal power plants. After the revision of the thermal power plant emission standards, the management of nitrogen oxides in steel, nonferrous metals, chemicals, building materials and other industries will also be put on the agenda, and these efforts will also allow the denitrification market to expand significantly.
Wang Fu, Chairman of Huaguang Co., Ltd., said in an exclusive interview with the media that according to the â€œTwelfth Five-Year Planâ€, if the existing thermal power plants and cement plants are reconstructed and added, the denitrification catalyst market will need about 100,000 cubic meters per year. However, the domestic production capacity is still less than 50,000.
Thermal Power Enterprises Call for Subsidy Policy
Despite the great determination of the Ministry of Environmental Protection to promote the denitrification process, environmental protection companies have high enthusiasm for the development of the denitrification market, but there are still obstacles to excessive costs in front of the denitrification market.
Wang Zhixuan pointed out that coal-fired power companies are unable to make timely arrangements for coal-fired power generation due to the continuous increase in thermal coal prices. The industry has a large-scale loss, and production and operation are difficult. Some companies even have the risk of fractures in their capital chain. Efforts to raise emission standards require large amounts of capital and costs that are difficult to digest. .
In order to increase the enthusiasm of denitrification of thermal power companies, relevant departments are also brewing a preferential pricing policy for denitrification. Wang Jinnan, deputy director of the Environmental Planning Institute, said in an interview with a Shanghai Securities News reporter that adding the cost of denitrification to electricity prices and giving preferential tariffs for denitrification is reasonable. If the cost of denitrification is entirely borne by the company, the pressure on the company is too great.
As to how much the denitrification price subsidy standard should be set, most industry players think it should be set at about 1 point/kw. Wang Jinnan said that the current Environmental Planning Institute is currently estimating that 1 point/kw is a similar level. However, there are also industry insiders believe that the denitrification price subsidies may be equivalent to the denitrification price subsidies, that is 1.5 points / kw.
Analysts believe that the start of the denitration market will benefit three types of companies. The first is the catalyst manufacturer, because the cost of the catalyst accounts for 30%-50% of the investment in the entire denitrification plant; the second is the equipment manufacturer, the replacement of the old thermal power unit and the new demand for the newly-built thermal power unit is favorable for equipment manufacturers; third is the project design. Enterprises or one-stop service companies.
It is understood that in the A-share listed companies, low-nitrogen combustion companies that perform denitrification in the furnace include Longyuan technology and combustion control technologies; the enterprises that perform SCR denitrification are mainly Jiulong Electric; while the SNCR has low denitrification efficiency and strict temperature window requirements. It is more suitable for the retrofit of old units and is currently used less domestically.
Some environmental protection companies have also set their sights on this market. Huaguang announced last month that it will establish a new Wuxi Huaguang Technology Co., Ltd., mainly engaged in the design of power plant denitrification project, as well as the production and sales of denitrification catalysts.
